I learned from some Scouting sources that the Boy Scouts had changed the age of who are considered adults and youths in their programs earlier this year. It had dropped from 21 to 18. This was significant because the BSA bans gay adults but not youth from participating in their programs so a change in who qualifies as an adult or a youth could impact membership of gays.
